California serves students with diverse backgrounds. It faces the daunting challenge of developing an assessment system that is politically acceptable, technically defensible, workable, and appropriate and fair for all students. The California Department of Education's Technical Design Panel, supported by funding from the Milken Family Foundation and the Stuart Family Foundation, contracted with the Center to work on this project because of its expertise in conducting technical analyses of accountability systems. The Center reviewed the proposed legislation and plans for implementing the state of California's Academic Performance Index (API). The review addressed such issues as the reliability of the proposed accountability system, implications and consequences of the weights chosen for elements of the system; potential consequences of the chosen scaling procedures; recommendations for defining scaled scores, potential consequences for the reporting metric, scale, and target chosen; and possible ways to incorporate additional variables into the system.
