The Center has provided consulting and technical support to improve assessment and accountability systems in over half of the 50 states. We have also provided similar expert consultation to other governmental and non-profit agencies.

Success Story No. 1: Large Assessment and Accountability Program

Louisiana committed to comprehensive assessment and accountability systems as foundational elements of its educational reform to support equity and economic competitiveness.

The Problem/Issue

Louisiana had to develop an accountability system that merged student, school, and district accountability. They needed to evolve the system over time while maintaining political and educational continuity.

What the Center Did

The Center supported the Louisiana Department of Education from initial design through compliance with “No Child Left Behind” to Hurricane Karina and beyond.

  • Coordination of student and school accountability systems 1999
  • Accountability Technical Manual 2000
  • “Two-stage model” incorporating state and NCLB accountability 2002
  • Accountability validity documentation plan, including quality assurance 2005
  • Analyses of impact of Hurricane Katrina on accountability 2006
  • Design of growth model (under discussion)

Successful Outcomes

The assessment and accountability systems enjoy widespread support. Student and school scores have improved substantially since 1998. The state department of education is recognized nationally for its comprehensive work on school reform.
