The Maryland Department of Education discovered some unusual patterns in the results of the 2001 MSPAP and sought outside review of the program.

The Maryland Department of Education enlisted the help of the Center to review its 2001 Maryland State Performance Assessment Program (MSPAP). The Center reviewed elements of the program: test construction, test administration, scoring, and equating procedures.
