Legislation signed into law by Governor Taft calling for a new statewide testing program became effective on January 1, 2001.

In the summer of 2001 the Ohio Department of Education sought the services of the Center for Assessment to assist in reviewing the new legislation and to create a set of recommendations for assessment and accountability programs.
