Projects & Clients: Oregon Department of Education

When faced with producing annual state school and district report cards as required by a new state law, the Oregon Department of Education turned to the Center for Assessment to help design the rating system. The Center worked with the Department of Education to ensure that the reporting mechanisms were based on sound principles and that the system validly and reliably included student performance, student behavior, and school characteristics into an overall rating as mandated by the law.
The Center worked intensively with the Department of Education to develop and model the design parameters, system operations, and the reporting system. The Center performed data analyses and worked with the Department Communications Division on public release of the results.
The Center produced publications to explain the report card rating system. These informational pieces were published by the Department on their web site. The public release of the Oregon School Report Cards generated over 90,000 hits during the first day in January 2000.
The Center's work for Oregon resulted in the following materials:
- Technical Bulletin describing the rating system and formulas
- Worksheet and step-by-step instructions that enable educators to calculate their school ratings
- Overview of the Oregon School Report Card Rating System
- Presentation for educators on using and explaining the rating system to the public
The Center continues to work with the Oregon Department of Education on enhancements to the report card and on extensions to district and school improvement.
