Pennsylvania has run state assessment programs for its public schools for years. The Department of Education decided in 1999 to convene a technical advisory committee to provide guidance and expertise in charting future directions for its assessment system.

Pennsylvania wanted to explore future directions in assessment with ongoing meetings of technical experts in the assessment community. They wanted to attract leading experts and minimize the impact of the administrative time to oversee the meetings.

The Pennsylvania Department of Education asked the Center to organize and administer a Technical Advisory Committee to help chart the future of the state's assessment system. The Center is now administering the regular meetings of the TAC.

The Center is responsible for all details of the TAC, from identifying and recruiting experts in areas of special concern, to the travel and hotel arrangements, agendas, speaker support, and documenting the minutes of the meetings. The Center works closely with the Department of Education to ensure that the TAC targets the future needs for assessment in Pennsylvania. It helps set schedules, identify issues, and monitor progress.
