By the year 2003-4, the Wyoming legislature requires students to demonstrate mastery of "the uniform student content and performance standards" by means of a "Body of Evidence" system.

The Wyoming Department of Education, with the help of the Center for Assessment, is providing districts with a system that would meet the letter and spirit of the law. With implementation of the Body of Evidence statute drawing near, local districts are turning to the Wyoming Department of Education for assistance developing such a system. One approach to accomplishing this requirement would be to produce a series of activities that, in combination, would produce sufficient evidence that students had mastered the state's content and performance standards. The Department of Education asked the Center for Assessment to lead an effort in creating a process by which districts could produce local systems yet coordinate statewide.

In addition to this effort, the Center also will conduct a series of workshops on standards setting for the department and Wyoming educators. The workshops will train local district staff about the wide range of standard-setting procedures available, and help them set standards for their Body of Evidence system using a variety of methods.

This groundbreaking approach to assessment gives local districts a significant alternative to statewide standardized testing while preserving state standards.
