Synopsis:
In recent years, several states have experienced technology failures with their computer-based summative tests that have led to administration interruptions. This paper provides a review of the literature and a guide to structure investigations of these interruptions. The authors provide a framework for examining how the interruptions may have impacted student performance and address implications and alternatives for reporting and accountability.
