Reliability of No Child Left Behind Accountability Designs

This paper reviews the requirements of No Child Left Behind accountability designs, examines the reliability of such designs, presents a series of issues for states to consider in the development of their designs, and provides recommendations for making valid and reliable judgments about schools in an NCLB environment.
