In this paper, Scott Marion and Susan Lyons describe the requirements of the Every Student Succeeds Act regarding the indicator for student success and school quality—often called the 5th indicator—and offer advice to states about how they may conceptualize and implement such indicators as part of their state and federal accountability systems.
