Susan Lyons, Juan D’Brot, and Erika Landl developed the following resource to provide state accountability leaders an overview of the federal law and key design considerations as they develop identification systems under the Every Student Succeeds Act (ESSA). The authors present annotations to relevant sections of statute and highlight policy levers to help states define systems of identification aligned to their theory of action.
