This paper provides guidelines for establishing performance criteria within an educator evaluation system. It was written to support state and district practitioners‚ those typically tasked with designing such systems. But it can serve as a useful resource for anyone interested in the development, review and evaluation of these and other personnel-based evaluation systems.
